Microsoft Paint? Use a program that is designed to create icons.

the editor i use is IconCool (iconcool.com). you can also edit them directly in visual studio.

hmm...i know this and i tried edit this in vs, but without effects. i've got error
Cannot load file.
The bitmap imported correctly, but because it contains >256 colors it cannot be loaded in the bitmap editor.

ok, this is not exactly about icons but bitmaps.
for bitmaps, i personnaly use Jasc's Paint Shop Pro, but there are a lot of progs good for this. try The Gimp, it is free
