Limited download transfer rate

I have very bad internet connection. (128/46) and when DC++ is running I can't even see any web site

DC take all speed of connection for him self, I would wish to can control maximum download speed.

Settings > Downloads > Limits > Maximum simultaneous downloads or No new downloads if speed exceeds might help though.
