How would a make a script for this?

I want to run a DC hub for our ripping gorup, but we don't want it to get cluttered with randoms sharing other gorups or game files or something. So how could i make a script which would either

1) not allow unregistered users to upload
or
2) have a bot which sharches for a string in the filelists (eg ucv and .mpeg .mpg .m2v) if they have a file without this, they are kicked and sent a message informing them of this

I don't really know how to script so some help would be great.

You don't need a script for registered users, just apply in settings.
PtokaX or Yhub for instance.

I think the difference is that he wants these users to be able to download files, but if they don't have the official releases, he doesn't want them to be able to upload, in order to keep the quality of the hubs content up, especially since he seems to be using this as the primary release point for a ripping group.
