If you know a hub that's part of a network of hubs, the best way to find more about that specific network is to check their boards or ask the owner of the hub how to join. Because each of them have different rules and conditions for joining, it's very hard to answer your question from a general perspective. Obviously, if you're running a hub specialised in 80s music, a anime network won't be too eager to let you join in, but a music network most likely would... If you're running a mainly-english hub, a swedish-only music network might not be too interested either; then again, maybe they happen to look for a place to suggest to their english users and might actually be very interested.. It's all case by the case, but the general rule if you want to join a network or simply find out more about it is to :
1) Check on the network's message boards. Every decent network has a web outlet of some kind, where they can discuss network-wide topics, including recruiting =)
2) If there are no boards, ask the owner of the hub where you found out about the network. He'll surely be able to help you on how to join it
3) If he's not available/not there, ask the OPs. They might be able to help you out, or at least tell you whom to go speak to.
4) If the network has no message boards, the hub owner is not available, and no OP can help you with the slightest bit of info on where to find out more about the network or how to join it, it's a really bad sign. Pick another network. Seriously
