downlaod speed script

Hello.
Is there a script out there that cancel the downloads that ar under for example 10 kbps?? The kbps must could be changed.

there is no way to easyly know the connection "real" speed of a client in a hub. i dought a script will ever be made to do so.

is this even possible with the current structure? After the connection initiation the hub has no idea what the clients do! If they did the "stay in hub while downloading" rule would never have been. Hubs could just have closed all connections that a user leaving the hub had.
