7.0 = Visual Studio/C++ .NET (2002 - it's on the box, nobody called it that)
7.1 = Visual Studio/C++ .NET 2003

If you have a MSND subscription you can download it from subscriber downloads. (as I did)

However if you don't own a subscription as I've read from Microsoft they're offering the upgrade without charge (they say you'll pay only shipping and handling) about 30 or 40 $$

They're giving it away for free because vs2002 is like a BETA product (slow, faulty and not complete)
vs2003 can be considered the final retail version of Visual studio .NET!

The question you should ask yourself is:
I bought VS2002. M$ offers a "free" upgrade... What happens if I download it from a peer to peer network? Is it illegal?

I paid $30.74 for my VC++ .NET 2002 to 2003 upgrade. (6% tax included)

It looks like a full upgrade for Visual Studio .NET 2002 to 2003 was available until September 30th for $29.00 (seemingly regardless of which level of VS.NET you owned).
