Is there anyway to perm ban an IP with an external bot? If so i'd like to know how

As far as I know, not through DC protocol (if that is what you meant by external bot).

let the bot talk to a script (through pm)

bots logging in using the "bot password" as $Key only have operator rights (if anything), nothing more
