Where is the setting to make a post 'sticky' ?

Very sorry, this is a super-off-topic question. I am running a message board using phpBB, just like this forum. I can't figure out how to make a post 'sticky'.

if it's phpbb2 based, then under where you type the message you should have an options box, and there are 3 radio buttons that say

Post as - Sticky - Normal - announcement

and all you do it make sure the sticky option is selected...
