Minimum Download rate
It would be so useful to be able to set a minimum download rate, especially when you have a very fast connection and dont want to download something at say 880B/s when you could find another user to download it from at 30KB/s.
I'm not sure exactly how this would work, but simply it would close the connection and remove the user from the queue who is giving you a bad speed. Clearly you dont want to Remove the source as it may just be a bad moment for that source. I would suggest that it remove the source apon repeated offences (number set by the user).

I had a feature like this in an old version of IDC Pre multisource code. it was much like you have laid out.. there was a DMDS(Default Min Download Speed) then u could also set the MDS manually for each transfer.. if there was more then one source available it would try the next source if the speed was below the MDS for > 5 or 10(i forget) seconds(in a row). This must already be in the request tracker and it should be in dc++ cause it is a nice option to have.. this along with auto alternate search was what made me realize i loved the dc network and its about the time i dowloaded 500 albums within a month. the main problem is switching sources tons of times leaves more room for corupt files(until hashing is more wide spread) . but once hashing is out there will really be no need for this because i assume (Safe) multisource will be present in all clients so i dunno that arnet would spend the time to add this. Unless its already available .. i really have no clue.. i dont use dc++... but i agree that untill multisource is availavle in dc++ that this option should be..
For big files with 20+ available sources i used to set the MDS to 100K normally would find at least one so that was sweet.
