different bandwidth limitations for different hubs

I would like to be able to limit my bandwidth use to different rates on different hubs. For instance, my LAN connection should dish out uploads and downloads at maximum capacity. However, over outside lines, it is important that I not use up too much of the bandwidth that the entire LAN needs (otherwise I risk being booted), so this would be extremely necessary.
