Absolute upload slot limit

Hullo! My first request here so please be kind

If possible I'd like to see a field where you could tell (using numbers) the absolute upload slot amount above which upload slots will not be (automatically) granted unless the user specifically wishes to grant a slot. The reason for this request is that favourite users are not being limited by the regular upload slot count and this can lead to unfavourable situations if a large amount of them rush to your share.

Sure, this is the designed tradeoff with granting slots.

Feel free to put it in the real feature tracker instead of just here.
