Can't start BCDC++ 4.01b

Version 3.07 works fine. But when I launch 4.01b I get an error message:

If I click OK then behind it is another dialog box:

C:\Program Files\BCDC++\DCPlusPlus.exe

A Device attached to the system is not functioning.

According to Device Manager everything is working. Can anyone help me get this started?
