Yes, it's intentional. It could be changed, as could any other part of DC++, but it's unlikely. Consider that if you want your behaviour currently, you can cleanly, quickly and simply synthesize it. If the change you suggest occurs, those who want the existing behaviour cannot do likewise.

The minshares paragraph contains nothing but uninteresting moaning and whining, so I'll ignore it.
