Bandwidth limiting is a rejected feature in DC++.

There are however modified clients that have this feature. You will find them if you search.

Why exactly do you need to compile the code? Is it purely as a learning point? Is there some deficiency in DC++ (or indeed one of the many pre-built mods out there)? All that text in the source looks like some sort of alien language, with just some letters looking familiar. I have the source already...

DC++ is client software, not hub software. You are most certainly looking in the wrong place.

Note that changing either of the directories in the downloads section will only affect new downloads. Existing downloads will still download to the original location. You have to change the paths manually in Queue.xml.
