To change file associations, open Windows Explorer, go to Tools > Folder Options > File Types. Locate JPG, JPEG and GIF (among other image types) and change the program association to Windows Picture and Fax Viewer. Next, download Spybot search and destroy to try to clean out whatever has hijacked IE.

Basically, after a downloader asks for a connection, the uploader replies with "No Slots available" before the downloader specifies which file it wants. The transaction between the two is then over.
