If the hub is hosted on the same computer as your client, connect to 127.0.0.1. If it's on another PC behind your router, connect to that computers local IP address. Everyone else will use your public address.

The internal IP will never work for anyone but you or other computers on your local network. The reason the public IP isn't working for other people is that you have to configure your router to redirect incoming traffic to that local IP. The process is the same as configuring DC++ for active mode.

I don't think you're aware of the difference between NMDC (www.neo-modus.com) and DC++. The DC++ client can be downloaded here. That's all you need to connect to the DC network.

'DCHubSetup' is the server software from neo-modus, which is only required if you wish to run you own hub (server).

The direct solution (as stated by the thread starter) is to disable internet worm protection. If it's not smart enough to discern DC++ traffic from an actual threat, how good is it anyway?
