I believe a feature where the file-hashes in your share are compared to downloaded filelist/searchresults, with some kind of block so you don't download things again, is planned. Not high priority however.

1) Sure, you can look if his tag says 0.400 or higher, but that's ugly, and not reliable at all.
2) True, but if i'm not mistaken you need a slot to detect that, and that would make it somewhat ugly too. But ok, it should work. Write a patch ;)

Well, yes, that's the whole point of "starred transfers". ;) However, you never know if one will be until you start downloading.. so it's impossible to detect in advance.

If they all have the same sharesize, and it's below 1GB, it's likely mldc's yes. Telia bots? Never heard of. They should all have different IP-ranges however. To get rid of mldc's you should either raise your minshare to 1GB or not allow clients without tags, if you're on Yhub that is.

Sidenote: I don't recommend NMDChub to anyone new to running a hub, or old for that matter. If you want to have scripts, i recommend PtokaX, or if you want a GUI for all settings without having to muck around with scripts try Yhub.

Magnet links would probably be considered an extension, like hashing, and as such not included in the basic ADC protocol. However, it should be easy to extend the protocol with it if you wanted to.

You mean maximise from tray when it recieves a PM? No, i havn't seen such an option. However, the mod fulDC has an option to display a small popup-window on certain events, like a PM. And there is of course the sound option also.

Users are connected to one computer, how do you expect them to automatically be transferred to another computer? No, that won't work. Closest thing is to change the ip on the DNS adress you're using, or redirect the users.

There already is the "Make an annoying sound every time a private message is recieved".. i believe some mods have expanded on this as well, with other sounds and even popups. Mainchat's are imho usually too active to need to be handled this way.

I'm not sure what kind of format DC++ uses in HashData.dat, but you should be able to easily parse the data from files.xml. However, i don't think your feature will happen due to bloating. But you never know..
