The settings are stored in DCPlusPlus.xml in the directory the executable is in. Are you able to write to that file? And technically, you aren't using DC++ so we shouldn't be helping you.

Unless explicitly told to rebuild, DC++ will not remove entries from the hash database. When the connection goes down and comes back up, either the last modified date or the path changes: fix these and it should not re-hash.

Well, that's just a zip file of the Windows-specific source code. You can in theory compile the client library under Linux, but it's not going to do you much good. You should use Valknut or LinuxDC++

Everything but "passive" in the settings is a form of active mode. You might want to delete the rule for DC++ in Norton and have it re-add it. I assume based on your description that your computer is plugged directly into the router. There is also an FAQ about this: http://www.dslreports.com/faq/6524

The only non-cosmetic issue is the case on very high-speed connections where the round-trip time for requests affects the throughput. Multisource implementations should increase the chunk size if transfers are completed faster than expected.

They seem to be in /etc/verlihub by default, or $HOME/.verlihub if it exists (presumably so you can run multiple hubs on one machine).

If I need to explain any more than that, you shouldn't be using a Linux machine. :P

For NMDC, the algorithm is to simply assume everyone is using the same encoding you are. There really is no better way to do it. For ADC, everything is sent as UTF-8, so you don't need to worry.

At least for an initial implementation, the multisource should try to not be too greedy -- it should limit itself to a handful of sources, especially if multiple files are being downloaded. Once we see the effects of it being widespread, then we can move from there.

YnHub or maybe Ptokax are your best bet. You won't be able to handle several thousand users like Verlihub could, but I doubt that will be much of a problem.
