Unfortunately, it only makes sense to you. It would be utterly useless for the other 99.999% of DC users, and would just take up extra bandwidth. So, i'd say you'd have to make your own DC++ version with this feature for everyone in your hub.

Same algoritm = Bad (see above).
Everyone supporting all algoritms = Overkill, and never happening (as far as i see it). If the users whine over hashing their files once (which they do), imagine how much whining they'd do over hashing each files 5+ times.

I think a mutch simpler torrent like ratio system (just the amount downloaded and uploaded would be stored for each user on the hub)would be great. DC++ has a history of not going the way of the majority, so this is probably doubtful to happen. You can always distribute your own copy of DC++ with customized default settings..

Use a different client. The one you're referring to doesn't have certain features that 99% of all hubs require these days. There's a list of clients that work on mac somewhere (most of the linux ones iirc).

Only if you can find the matching TTH for the MD4/MD5 hash. This is usually done by hashing the file, but a less reliable way may be to look it up in a database, like Bitzi.com.

Additionally, it's not magnetlinks as such DC++ requires, it's magnetlinks with TTH hashes. eDonkey uses different hashes in their file-links.
