I don't personally run a hub myself, but from what I have read here, that seems sufficient. A hub owner may be able to tell you how many users you should be able to handle with that amount of bandwidth.

DC++ does not have that kind of functionality at the moment and as far as I know, there are noo plans to introduce it.

You may want to look at something like DCTC instead.
