I think it would be more likely to be 255 (2^8 = 256, the number of states a byte can be in, plus you need a null character at the end of the string).

The first byte is the character, and the second is the length of the code in bits. I would assume that the compression uses the same clever trick that DEFLATE uses in that bytes with the same code length have codes that come in the same order as the bytes.
