I don't think you're aware of the difference between NMDC (www.neo-modus.com) and DC++. The DC++ client can be downloaded here. That's all you need to connect to the DC network.
'DCHubSetup' is the server software from neo-modus, which is only required if you wish to run you own hub (server).
