You should only see this message for ~5 seconds, why is that a problem? How long are you seeing it for (don't estimate... take out a watch and time it) ?

Think that there should be a function like 'FORCE ALL CONNECTIONS' in Menu\Options [eventually Menu\Options\Advanced]. Why? you mean prefer one user over another (for example they have a higher bandwidth)? If so, there are posts regarding that and a few things in the feature tracker. DC++ will automatically use the person(s) that have open slots. If you dont want it to use a certain user, then remove them from the queue.
