Using DC++ 0.6685(Cvs 2005-2-01) I have followed your steps exactly but found it to work correctly.
Removes only user A and leaves user B, can also re add user A

atlapp.h is part of WTL, therefore you have not installed it correctly, you only need to copy the include folder from the WTL zip or rar.

the only problem is see with this idea is that if the user still has access to read settings.xml they can find the password out with no effort. unless someone feels like making a oneway hash or storing it in a different place....
