Proxy?
How about no upload capping, but making DC++ act as a proxy for your browser to go through? That way, it could intelligently allocate bandwidth to your internet connection, while not leaving much room for abuse.

This is not just a problem for ADSL users
Many cable ISPs cap their uploads too (@Home did, and so does my current ISP), almost all at 128kbps. It seems this is the 'universal cap'. I think the DC++ client should have an option to cap downloads at 64 kilobits/second - no more, no less. 64kbps is not unreasonable, and I don't think it would ...
