Maybe you're right. I just can't help but worry that it wouldn't be enforced enough or often enough. It seems at first like queues could be nothing but a blessing, but, in experience, they cause more trouble than they solve if you ask me.

Because NO connection should be downloading less than 2KB/s! Not even modems... If they are, they are spreading their downloads too thin and need to stop at once and concentrate on just one at a time or else they'll never finish.
