Reading the compile information maybe would've been wise. DC++ 0.698 is supposed to be compiled with VS 7 (2003). DC++ 0.699 with VS 8 (2005). And the latter use the built in STLPort and not the custom, so you don't need to include that.

The problem with Edgy Eft is the version of SCons. ADCH++ require 0.96.1, while Edgy Eft ship with 0.96.92. Downgrade and you all will be fine. (Or hopefully.)

Well, it doesn't utilize YaSSL (like DC++ does), nor is there any setting inside of LinuxDC++. Granted, yassl isn't included in the package, but I assume (1) LinuxDC++ should be able to utilize Linux's built-in capabilites or (2) adding yassl (as DC++ has) to the build process would "add" SSL.
