It is not the number of directories but the length of the pathname. DOS had a limit on the length of a file pathname. number of submaps and cutoff
Heeeee :D I found out what the problem is with the "file not found"- error in cutoff. It was not the size of the file nor other programs using the file, but the problem is the number of submaps where the file is in eg.
